Norm Manly is a U.S. Navy veteran who has spent more than a decade making sure other veterans in the Chelan Valley get what they are owed. He has known Rick for a couple of years.
I’m proud to endorse Rick Viall for Chelan County Treasurer. I’ve known Rick for a couple of years through church and local Republican Women events, and in that time one thing has stood out clearly: Rick treats people like they matter. He carries himself with integrity, humility, and a personal standard higher than anything anyone else could place on him.
With his strong background in finance and his commitment to doing what’s right, Rick is exactly the kind of steady, principled person I want handling public money. Chelan County will be well-served with Rick Viall as Treasurer.
Norm Manly graduated from Wilson High School in Tacoma in June 1961 and enlisted in the U.S. Navy the following month. He has spent his later years in Manson.
He joined American Legion Post 108 in 2013 and was appointed Post Service Officer at his very first meeting — a job he still holds. It is unglamorous work: sitting down with veterans and their families and making sure they actually know about, and can get to, the benefits they earned. Post 108 named him its 2025 Legionnaire of the Year.
In 2026 he led the request that made Manson an official Purple Heart Community, approved by the Chelan County Commissioners on April 20. He has since been installing the six signs that mark it around town — at Tapped Out Sports Bar, at Manson Legion Park, and elsewhere — so that the recognition stands every day rather than once a year on August 7.
Biographical details above are drawn from published reporting in the Lake Chelan Mirror. The American Legion is a nonpartisan organization and does not endorse candidates; Norm’s statement is his own, given as a private citizen.
